JOB PURPOSE
The Executive Director of Surveillance and Lending is responsible for overseeing the delivery of timely and effective financial assistance to member countries, while enhancing regional economic surveillance, risk assessment, and policy dialogue. This role leads the design and implementation of lending strategies, supports macroeconomic stability through policy-oriented surveillance, and ensures the integration of risk mitigation in financing activities. The Executive Director also oversees the coordination of regional technical committees such as the Council of Arab Central Bank Governors and supports institutional capacity building, contributing to AMF’s broader objectives of economic growth and financial integrity across the Arab region.
ROLES AND RESPONSIBLITIES
Key Accountabilities
- Ensure timely and effective financial support to member countries by aligning lending programs with AMF’s strategic objectives.
- Oversee the growth of non-financial assistance and externally financed programs to strengthen financial stability.
- Monitor lending risk exposure, oversee arrears management, and implement mitigation strategies to prevent defaults and enable future financial access.
- Lead the design and delivery of regional surveillance and research activities aligned with AMF’s strategic objectives.
- Strengthen regional reporting frameworks by leveraging data, analytics, and insights to support economic growth and financial stability.
- Oversee comprehensive surveillance activities to identify, assess, and inform responses to macroeconomic risks and opportunities.
- Strengthen financial risk assessment and mitigation strategies to ensure compliance with best practices in lending and economic surveillance.
- Develop and oversee policies, programs, and regulatory procedures that enhance transparency and institutional effectiveness.
- Lead the implementation of capacity-building initiatives to improve financial governance across member states.
- Lead the design and execution of the Surveillance and Financing Department’s strategy and operational plans, aligned with AMF’s financial stability objectives.
- Oversee lending programs, economic surveillance, and risk mitigation initiatives, supported by economic and financial analysis to assess policy impact and exposure.
- Collaborate with AMF leadership and stakeholders to strengthen financial assistance frameworks, while managing the department’s budget to ensure effective resource allocation and performance monitoring.
- Identify and mitigate risks across lending and surveillance operations, ensuring strict adherence to AMF’s risk management framework, policies, and regulations.
- Lead the development, review, and enhancement of policies, procedures, and programs governing financial assistance and economic surveillance to improve efficiency, transparency, and compliance.
- Drive continuous improvement through regular evaluations of surveillance frameworks and financial assistance processes, integrating best practices to strengthen monitoring, research, and operational effectiveness.
- Build strong collaborations with internal and external stakeholders—including member states, financial institutions, and policy experts—to enhance economic surveillance and financial stability.
- Foster cross-functional coordination to address lending challenges, strengthen risk assessment approaches, and improve policy formulation and recommendations.
- Represent AMF in regional and international forums and oversee technical secretariat functions for regional committees, ensuring effective coordination on financial assistance matters.
- Lead and support the department to ensure efficient delivery of financial surveillance, lending operations, and economic research.
- Partner with HR to attract, develop, and retain skilled professionals, while setting expectations, coaching, and evaluating performance.
- Foster a culture of accountability, innovation, and excellence to strengthen the department’s overall impact and results.
JOB QUALIFICATIONS AND REQUIREMENTS
Knowledge and Experience:
- Minimum of 15 years of experience in macroeconomic surveillance, lending operations, or economic policy development.
- Proven experience in designing and implementing financial assistance frameworks, regional policy monitoring, and multilateral economic cooperation.
Education:
- Master’s degree (or PhD preferred) in Economics, Public Policy, or a related field.
Certifications:
- Additional certifications in fiscal policy, macroeconomic modeling, or public financial management are a plus.
