JOB PURPOSE

Job Purpose

The Senior Specialist – Technical Assistance operates under the supervision of the Division Chief and plays a key role in supporting the design, development, and implementation of technical assistance policies, programs, and initiatives. The role focuses on strengthening public finance stability and efficiency across AMF member countries.

Key responsibilities include conducting applied research, analyzing macroeconomic and financial data, and delivering high-quality technical assistance to support effective public financial management and evidence-based policy formulation.

ROLES AND RESPONSIBLITIES

Key Accountabilities

  • Identify and propose improvements to the section’s policies, procedures, and controls to ensure compliance and deliver high-quality, cost-effective results.

  • Contribute to the management and enhancement of the section's administrative record management system in line with organizational policies.

  • Prepare project proposals by coordinating input from internal subject matter experts and, where appropriate, external experts, as well as international or regional partners.

  • Organize and lead technical assistance missions, manage specific project components, coordinate team contributions, and ensure quality assurance reviews and production of comprehensive technical assistance reports.

  • Ensure consistent follow-up with countries on technical assistance reports and recommendations by tracking progress through measurable indicators and compiling data for project monitoring and impact evaluation.

  • Assess the effectiveness of technical assistance recommendations, identifying mitigation measures or additional support where needed.

  • Organize and actively participate in policy workshops, technical committees, and working groups, providing subject-matter expertise and contributing to policy development and negotiation.

  • Prepare detailed policy proposals and frameworks based on in-depth research and analysis, aligned with regional economic objectives and international best practices.

  • Conduct research and analysis on public finance issues, including fiscal sustainability, public financial management, regulatory developments, and financial technologies.

  • Produce high-quality analytical reports, research papers, and policy notes that assess public finance dynamics, identify risks, and highlight emerging challenges and opportunities.

  • Draft policy frameworks, technical guidelines, and reform proposals grounded in rigorous analysis and aligned with regional priorities and international best practices.

  • Ensure operational activities are executed within allocated budgets and timelines, identifying issues, analyzing data, and drawing valid conclusions.

  • Leverage lessons learned from field experience to improve policies, procedures, and controls, ensuring efficiency and high-quality outcomes.

  • Communicate effectively with internal and external stakeholders on technical assistance initiatives, supporting knowledge sharing and promoting capacity development programs.

  • Collaborate with internal departments and external stakeholders (e.g., consultants) to achieve the section’s objectives.

  • Facilitate cross-departmental collaboration to integrate project efforts, address challenges, and promote a unified approach to technical assistance execution.

JOB QUALIFICATIONS AND REQUIREMENTS

Qualifications & Competencies

  • Minimum of 8 years of relevant professional experience.

  • Proven ability to ensure operational activities are executed within allocated budgets and timelines, including identifying issues, gathering data, establishing facts, and drawing valid conclusions.

  • Ability to leverage lessons learned from field experience to enhance policies, procedures, and controls, ensuring compliance and delivering high-quality, cost-effective results.

  • Strong communication skills to engage with internal and external stakeholders on technical assistance policies and projects, and to support knowledge sharing and capacity development initiatives.

  • Demonstrated ability to collaborate with internal departments and external stakeholders (e.g., consultants) to achieve organizational objectives.

  • Experience in facilitating cross-departmental collaboration, integrating project efforts, addressing interdepartmental challenges, and promoting a unified approach to program execution.


Education

  • Master’s degree in Macroeconomics or a related field, such as:
